The human environmental issues prove to be very important if they receive good attention. Preservation of plants, parks, trees and these things are among the major issues. These must not be considered secondary issues, although the attention is chiefly shifted to economy, culture, financial and political issues

Undoubtedly the traditional concept of green space and its role in big cities have undergone drastic changes today. Formerly green space was synonymous with pleasant gardens and open spaces filled with trees and shrubs. Today, it has also found the following applications

        Reducing environmental and air pollutions

         Beautification and reduction of visual pollutions

        Creating appropriate spaces for recreation

      Creating an opportunity for displaying works of art and culture

         Creating an opportunity for mental and psychological refreshment of the citizens

        Creating an appropriate space for social interactions and promotion of citizen relations

         Creating an opportunity for preservation of biodiversity and boosting man-nature relationship

      Creating microclimates for purification of air and reduction of noise pollutions

         Creating facilities for recycling of treated waters and sewages as well as preservation of underground water reserves

Undoubtedly realization of the above primarily requires access to the following

      Review and redefinition of responsibilities, demands and requirements of creation and protection of urban green space

      Paving the way for realization of (organizational, financial, technical) objectives

         Promoting cultural awareness of the citizens to support the municipal projects

        Enjoying participation of the citizens and NGOs and their viewpoints and supervisions

        Redefinition of the roles and responsibilities of the executive and supervisory organizations dealing with creation and maintenance of green spaces

        Redefinition of economic, environmental, social and cultural values of green spaces meant to determine allocation of credits to preserve the green spaces 

It should be noted that today the economic value of green spaces is evaluated irrespective of their real functions. If we consider the deterrent role of these spaces in reducing healthcare and mental costs and in reducing social abnormalities, social disputes, family tensions, and the like, the real value of these spaces will be more palpable. These costs will then suggest that green space costs are economical. Therefore, it is necessary to pay attention to this old issue through a new approach in this megapolis  

 Environmental approach

In this approach it is necessary to reconsider the role of three factors namely: a the green ring-road(belt) around the city; b public parks and green spaces; and c urban green spaces belonging to private and governmental sectors. In this connection, the impact of those factors on environmental conditions with respect to newly introduced conditions such as biodiversity, reduction of pollutions, climate changes, preservation of underground water reserves, etc. must be reviewed

    Social approach

In this approach it is necessary to review improvement of green spaces with respect to modern approaches as well as the role and impact of green spaces in mental health, filling the leisure time of citizens and citizen interactions

   Economic approach

In this approach it is necessary to review reduction in executive and maintenance costs of green spaces on one hand, and supplying new resources for green spaces by collecting financial supports from manufacturing and service units, and putting aside a percentage of the resources for controlling pollutants (personal vehicles, workshops, factories, etc.) on the other

  Technical approach

In this approach it is necessary to review setting new critera for using applied biological elements in green spaces that are more adaptable and efficient. This approach also studies gradual elimination or restriction of elements that are technically questionable such as creating vast lawns, planting sensitive plant species, and using plants and shrubs that need affluent watering

Apparently the above must be systematically taken into consideration along with other requirements to formulate new strategies for implementing green space master plans. These plans shall have short-, mid- and long-term programs

Tehran Parks & Green Space Organization, as the administrator and pioneer in management of green spaces in capital Tehran, has planned and implemented various plans to revive the green nature and create appropriate grounds for improving visual elements and environmental conditions for the citizens. Realization of all the anticipated plans will bring about a positive change in the daily life of the citizens

Green City Plan

It is one of the major plans being implemented since the victory of Islamic Revolution for qualitative and quantitative development of green spaces in the parks and for afforestation and reforestation purposes. This plan is implemented in parks, afforestation and reforestation projects, green ring-road(belt) project and backup activities. In comparison with the pre-revolution projects, it is a magnificent plan


Parks are created as part of urban green spaces for such aims as creating natural active ecosystems in urban spaces, beautification of city and meeting the mental and physical demands of the citizens. In comparison with the past two-and-a-half centuries, Tehran has grown from five square kilometers to almost 800 square kilometers, i.e. 160 percent growth, but the population has grown from 15,000 people to over 10 million people, almost 660 percent growth. Therefore, the organization has endeavored to increase the per capita green area and create a balance between green space and hard space (concrete, asphalt, etc.). Since the victory of the Islamic Revolution, the organization has created over 1,762 neighborhood parks, local parks, area parks, district parks, urban parks, and country parks  

       Afforestation and green ring-roadbelt

Afforestation is carried out for beautification of the city, cleanliness and purification of air, reducing air pollution, preventing unbridled expansion of the city and unauthorized housing construction, recreation and enjoyment purposes (forest therapy), watershed management, environmental protection (wildlife and natural habitat) and combating dust storms in southwest Tehran. This project has played a very important role in improving the environmental condition of Tehran. The plan has thus far realized almost 3,000 ha of urban afforestation and over 30,000 ha of pre-urban afforestation
